Most contracting officers learn how to build each one individually: the statement of work, the independent government cost estimate, the source selection plan, the justification and approval. But here's the problem nobody talks about: those documents are not built in the same room at the same time by the same people. The technical team writes the performance work statement in Word. The cost analyst builds the IGCE in Excel. The source selection team pulls evaluation criteria from a past procurement. Then the contracting officer assembles everything into a solicitation package three days before release and assumes it all lines up.

It rarely does. And the consequences show up later, usually at the worst possible time: during a protest, after contract award, or when a contractor submits an invoice that doesn't match any deliverable in the file. These failures don't stem from ignorance or laziness. They stem from invisible seams where well-written documents quietly contradict each other.

Think of an acquisition file like a relay race. Each runner trains hard and knows their job. But if the handoff zones are misaligned, even the fastest team drops the baton. The overlap is unclear. Units of measure differ. Labor categories in the IGCE do not appear in the PWS, or vice versa.

Contractors cannot build accurate proposals when the technical requirement and the cost estimate describe different work. They guess. They ask questions in the Q&A period that reveal the disconnect publicly. Or worse, they assume one document is authoritative and ignore the other, leading to proposals that are either technically responsive but underpriced or cost-complete but missing key requirements.

Evaluators face the same problem. How do you assess cost realism when the IGCE assumes 2,000 hours of labor but the PWS describes a fixed set of deliverables with no hourly expectations? Post-award, the COR inherits the mess. Invoices arrive that reference IGCE line items not tied to PWS tasks. Deliverables are submitted that have no corresponding contract line item number. The cross-check is simple but requires discipline. Print the PWS task list and the IGCE side by side. Draw a line connecting every IGCE cost element to a specific PWS requirement. Mismatch 2: Evaluation Criteria vs. PWS Performance Requirements

The solicitation says it will evaluate offerors on cybersecurity experience and cloud infrastructure certifications. The PWS never mentions cybersecurity and describes an on-premise system. Or the reverse: the PWS requires FedRAMP certification, but the evaluation criteria focus only on price and past performance. Both scenarios are protest vulnerabilities.

The Government Accountability Office sustains protests when evaluation criteria and solicitation requirements do not align. The logic is straightforward: if a capability is critical enough to be an evaluation factor, it should appear in the statement of work. If it's not in the statement of work, it should not drive source selection scoring. Mismatches signal that the government does not know what it actually needs or is using undisclosed criteria to favor certain vendors.

Contractors respond to what will be scored, not what will be performed. If your evaluation criteria emphasize the wrong things, you will receive proposals optimized for the wrong things. The result is a technically acceptable but operationally mismatched contract.

The fix is a traceability exercise. Map each evaluation criterion in Section M to a specific PWS section or requirement. If you evaluate "program management capability," identify where program management is described in the PWS. If you find an evaluation factor with no PWS link, either remove the factor or add the requirement. If you find a high-risk PWS task with no corresponding evaluation weight, adjust the scoring methodology to reflect actual criticality.

Mismatch 3: Source Selection Plan vs. Solicitation Evaluation Criteria

The source selection plan is an internal document. The solicitation is public. Sometimes the two tell different stories. The solicitation lists three evaluation factors with equal weight. The source selection plan describes a four-factor methodology with scoring guidance not disclosed to offerors. Or the SSP uses language that implies unstated discriminators: "preference will be given to offerors with prior experience supporting this specific program office."

This mismatch creates legal exposure. If your evaluation team follows the source selection plan and the plan contradicts the solicitation, you have evaluated offerors using criteria they were not told about. That is the definition of unfair competition. It is also one of the easiest protest grounds to prove, because both documents are part of the official file.

The mismatch often surfaces during pre-award legal review, delaying award while the conflict is resolved. Sometimes it surfaces during a protest, which is worse. The protester points out the inconsistency, and the agency must either defend the undisclosed methodology or admit the evaluation was flawed.

The prevention step is simple: the source selection plan must mirror the solicitation evaluation criteria exactly. Same factors, same weights, same language. If the SSP provides additional scoring guidance or methodology, that guidance must be consistent with what offerors were told. Do not introduce new considerations, sub-factors, or preferences that were not publicly disclosed. The SSP can explain how to apply the published criteria, but it cannot expand or alter them.

Mismatch 4: J&A Rationale vs. Market Research Report

A justification and approval document authorizes limited competition or sole source procurement. It must be supported by market research showing why full and open competition is not feasible. When the J&A and the market research tell conflicting stories, the approval is legally fragile.

The most common version: market research identifies three technically capable vendors, but the J&A proceeds with a sole source award to one of them, citing urgency or unique capability. The problem is that the file contains evidence contradicting the rationale. Another version: the J&A cites technical factors not mentioned anywhere in the market research documentation, suggesting the research was retrofitted to support a pre-determined outcome.

Why does this matter? Because an excluded vendor can protest, and the GAO will compare the J&A to the research. If the two do not align, the protest is likely to succeed or result in corrective action. Even if no protest is filed, the mismatch invites scrutiny from competition advocates, small business offices, and oversight personnel who review noncompetitive actions.

The cross-check: read the market research findings section and the J&A technical justification section side by side. Confirm that the J&A does not claim facts unsupported by research. Verify that the research was conducted recently enough to support the current acquisition timeline. If the research shows multiple capable sources, the J&A must explain why competition is still not feasible despite that fact, using legally sufficient rationale like urgency, standardization, or brand-name justification. If the rationale is weak, either conduct better research or pursue competition.

Mismatch 5: Acquisition Plan Contract Type vs. IGCE Structure

The acquisition plan says the contract will be firm-fixed-price. The IGCE is built as a detailed cost breakdown with labor categories, hourly rates, materials, overhead, and fee. That is a cost-type estimate structure applied to a fixed-price contract strategy. Contractors receive conflicting signals about how to price their proposals.

A similar problem occurs in reverse: the plan calls for cost reimbursement, but the IGCE is a lump-sum estimate with no breakout of cost elements. Evaluators cannot perform cost realism analysis without visibility into the underlying cost drivers. The mismatch forces last-minute scrambles to rebuild the IGCE or change the contract type, both of which delay the solicitation.

Sometimes the issue is subtler. The acquisition plan mentions performance-based incentives tied to schedule or quality, but neither the IGCE nor the contract line item structure reflects those incentives. The result is a contract that cannot be administered the way it was planned.

The fix begins in the acquisition planning phase. When the team selects a contract type, the IGCE must be built to match. If the plan specifies FFP, the estimate should focus on total price reasonableness and market rates, not detailed cost buildup. If the plan specifies cost-plus, the IGCE must break out direct costs, indirect rates, and fee in a way that supports cost realism evaluation. If incentives are part of the strategy, the IGCE and CLIN structure must show how those incentives will be measured and paid. Alignment here prevents evaluation confusion and post-award administration problems.

Mismatch 6: CLIN Structure vs. PWS Task Organization

Contract line item numbers are how the government organizes funding, payment, and acceptance. The performance work statement is how the government organizes technical requirements. When the two are structured differently, administration becomes a nightmare.

A typical mismatch: the PWS is organized by deliverable—cybersecurity assessment, system migration, training development—but the CLINs are organized by fiscal year. The contractor delivers the cybersecurity assessment in month three. Which CLIN does the COR cite for acceptance? If the assessment spans two fiscal years, how is payment split?

Another common version: the PWS defines five distinct technical tasks, but the solicitation has one base year CLIN and four option year CLINs with no task breakout. When the government wants to modify task three, the modification must touch multiple CLINs. When the contractor invoices, the COR cannot map the invoice to a specific deliverable because the CLIN is too broad.

The result is payment delays, modification complexity, and disputes over whether a deliverable has been met. The contractor submits a report required by PWS Section 3.2, but there is no CLIN that corresponds to that section. The COR rejects the invoice. The contractor files a claim. Everyone loses time.

The prevention tool is a traceability matrix. List every PWS section or deliverable in one column. List every CLIN in another column. Draw lines connecting them. If a PWS section touches multiple CLINs or a CLIN covers multiple unrelated PWS tasks, redesign the structure. Ideally, each major PWS task should map to a distinct CLIN or sub-CLIN. For multi-year contracts, ensure option year CLINs align with logical phases, milestones, or periods of performance described in the PWS.

Mismatch 7: Solicitation Estimated Value vs. Approved Funding

This is the mismatch that creates Antideficiency Act exposure. The solicitation advertises an estimated contract value of three million dollars. The approved funding document shows two point five million in obligation authority. The IGCE totals three point two million. The program office promises more money is coming but has not secured it yet.

If the government awards a contract for an amount exceeding available funds, it violates federal law. Even if the overrun is discovered before award, it forces emergency descopes, delays, or cancellations. The program office scrambles to reprogram funds. The contracting officer must amend the solicitation or risk awarding a contract that cannot be fully funded. Offerors lose confidence in the government's ability to execute.

The problem often surfaces in multi-year contracts. The solicitation establishes a five-year indefinite delivery, indefinite quantity contract with a fifty million dollar ceiling. The program's budget justification shows funding for years one and two, but years three through five are speculative. If future appropriations do not materialize, the contract ceiling is unrealistic, and the government may be unable to exercise options or issue task orders as planned.

The cross-check must happen before solicitation release. Compare the IGCE total to the current approved funding documentation. Verify that the solicitation's estimated value does not exceed obligation authority for the base period. For multi-year contracts, confirm that the ceiling aligns with realistic out-year projections, not wishful thinking. If the funding is uncertain, either lower the ceiling, structure the contract as a shorter base with options, or delay the solicitation until funding is secured. Do not advertise a contract the government cannot afford to award.

Practical Application: The 30-Minute Alignment Check

Catching these mismatches does not require a week-long review or a team of auditors. It requires thirty minutes of focused coordination before solicitation release or contract award. Gather the core acquisition team: contracting officer, cost analyst, technical lead, and if possible, the COR or program manager. Bring printed or side-by-side digital copies of the key documents: PWS, IGCE, solicitation, source selection plan, acquisition plan.

Walk through the seven mismatches as yes-or-no validation questions. Does every IGCE line item map to a PWS requirement? Does every evaluation factor tie to a PWS task? Does the source selection plan mirror the solicitation criteria? Does the J&A align with the market research? Does the contract type match the IGCE structure? Does the CLIN structure support the PWS organization? Does the estimated value fit within approved funding?

If the answer to any question is no or unclear, stop and fix it. The cost of correction at this stage is measured in minutes or hours. The cost of correction after a protest, after award, or during performance is measured in weeks, thousands of dollars, and reputation damage.

Schedule this session as a mandatory gate before solicitation release. Treat it the same way you treat legal or small business review: non-negotiable, documented, and built into the timeline. Over time, the discipline becomes instinctive, and the mismatches stop appearing in the first place.

File integrity is a leading indicator of acquisition maturity. Teams that check the seams produce fewer protests, fewer modifications, smoother post-award performance, and faster closeouts. Those benefits compound over time.

Pattern recognition is a skill. The more you practice identifying these mismatches, the faster you spot them. Eventually, you stop creating them.
